Units in GEOPAK projects/products?

I have posted a question on the VDOT & Consultants forum, but I have never had anyone answer my questions there. So I am re-posting this latest one here.

We have been given a "VDOT workspace" and they are a GEOPAK shop. We are a sub on a design build and are performing surveys for the prime. We are delivering CAD files and a GEOPAK TIN which I can use Data Acquisition/InRoads Survey to create from our InRoads Survey setup.

However, all of the seed files are in International Feet. They have even attached a Geographic Coordinate system to the seed files and must have answered the dialog box that opens when you attempt to assign a survey foot projection of an international foot file. Unfortunately, our survey processors "corrected" the seed files so that they were now registering as survey feet.

So, does GEOPAK not like Survey Feet or is there some reason that the DOT has elected to use this seemingly mismatched file?

Surely someone at Bentley has had conversations with VDOT staff on this matter. If so, can that someone shed some light on this and explain how this is or is not an issue?

When re reference in our drawings, it warns us of the mismatched units. It then scales them to correct the mismatch. But in doing so, my coordinates do not line up with their coordinates. But an export to Google Earth from their file, lines up correctly with the image in Google Earth - at least my survey does. This seems to indicate that when the coordinate system was assigned, the result was that it did so keeping the current units.

I also attempted to re-assign coordinates and allowed it to re-project - that failed to align things. When I tell it to leave things as is or change to survey feet, neither results in the files working together properly.

My only saving grace is that I know both DTM files are actually unitless.
