Load Geopak SS2 only when a cetain "User" is selected in the Microstation Manager

This is for Microstation V8i SS3 & Geopak V8i SS2 and above versions.  I need Geopak to load (and then be available for activation from within Microstation ) only when a particular Workspace "User" is selected from the Microstation Manager.  I do not wish to use a desktop shortcut with the "-wsLoad_GEOPAK_SS2=1" to start Microstation, nor do I want Geopak loaded everytime Microstation is started.  I have read of these "solutions", and they are simply "bandaids".  Surely, there is someone within Bentley Microstation and/or Geopak that can provide some positive solutions.  I tried to have Microstation process the geopak.cfg file at the workspace "User" level, and it gives errors "MDL Loader: Unable to load library (DLL or MDL shared library) gpkDgn.2.0.dll".  For some reason, it appears that Microstation will only successfully process the geopak.cfg file at the "Application" level.
