Scale cells with origins not centered

I have multiple cells (multiple files) which need to be re-scaled.

They are elllipse with text in the middle.

I need to have the cells scale from the center of the text or ellipse.

The cell origins are not centered so using About Center will not work.

(Origins are actually not on cell. They were generated by Geopak) 

A MVBA would be great if available?

Would prefer to use Selection Set, but not required.

If cells are chosen thru cell name, levels, etc. that's fine.
