.NET Framework error before any elements are rendered

Microstation V8i SS3 8.11.09.608, Geopak SS3 .722

When I open a fresh instance of Microstation. I select the file to work in. All my tools appear and even Civil AccuDraw comes up. And then this error.

When I click continue, of course the automatic reporting windows come up. And then if I click to ignore, it kind of continues to work normally. One noticeable difference is that there are no civil elements, or at least no corridors nor template drops. This last symptom seems to be caused by something else.

This began just this morning. When I left my computer last night it seemed to be fine.

I've found that this error is raised each time I open a new file.
