Element Templates and Point Settings

1. How do I create a new element template that allows me to set point, text or cell settings.  The only way I currently am able to do that currently is to copy an existing template and then modify it.  

2.  What is an [Element] in the active points setting?  When I have had a template set to that I haven't seen anything in the microstation drawing.

3.   For my profile intersecting points template I have tried setting it to be character, element and cell and still have had nothing appear when I use the "Profile Intersecting Point" Tool.
