[IR Ss2] Font Issues from XIN - Software Finds Hidden RSC or SHX Fonts

I'm working with a version of the US Army COE XIN file. The XIN refers to font styles in a font_dim.dgnlib that is also from US Army COE (at least, I believe that's where it came from - more on that later.)

We are a dual CADD shop - Autodesk and Bentley and now have a number of fonts that exist in TTF, RSC and SHX versions. Some are from clients and their Pre V8 workspace and some come from save to DWG with RSC conversion to SHX enabled. Some come from Autodesk, where they supply a number of SHX and TTF fonts of the same name and seemingly similar content.

When creating alignments, profiles and cross sections, many of the text styles are supposed to use Arial TTF. it was originally finding the RSC version and later the shx version as I began trying to hide duplicate font sources using the XML file: MstnFontConfig.xml 

Now that only the TTF version of Arial is enabled, the software is still creating text using the SHX version. The shx version is not visible in the interface until InRoads creates the offending styles as it adds its graphics.

Seems like a bug to me.
