New to Bentley and Inroads

I was kind of volunteered to do this project, so forgive me if my questions are basic.

I have received a bunch of files for the set up of my design file.  for example:(*.cel, *.dgnlib, *.def)

How do I attach/ import these cells and dgnlibs into my working drawing? Are they attached all at once, or individually?
