Add element to terrain in Openroads

When I try to add an element into a terrain, I get the message " Element cannot be added - it depends on target Terrain Model.

My workflow is as follows:

First I create a proposed terrain based upon new profiles and elements tied to those profiles.  Then I create a line that I want to add as a breakline to the terrain. I apply vertical to the line by "profile from surface" using end points only.  The surface I use is the proposed terrain. The vertical is correctly applied to the line and now I want to add it to the proposed terrain.  This then is when I get the message that it cannot be added.  I have tried dropping rules to no success.
